In Nigeria’s public sector, where the demand for innovation often collides with the challenges of scale, Gbemisola Kayode-Bolarinwa has emerged as one of the leading voices in digital governance and cybersecurity.
Currently serving as Head of the Strategy and Governance Department under the Lagos State Government, Kayode-Bolarinwa combines more than a decade of project management experience with a passion for inclusive digital innovation. Her work has placed her at the heart of Lagos’s evolving journey toward becoming a fully smart city.
Building Systems That Work for People
With an MBA and a strong track record in IT project management, she has successfully overseen end-to-end implementations of enterprise-grade systems, particularly in Oracle Financials and Human Capital Management. Beyond systems integration, her focus is on creating frameworks that ensure technology serves governance goals.
Her leadership has helped Lagos State rebuild its digital backbone standardizing operations, streamlining services, and strengthening accountability across departments.
Cybersecurity at the Core
In recent years, cybersecurity has moved from being a background concern to a frontline priority for governments worldwide. Kayode-Bolarinwa has been instrumental in this shift within Lagos.
She has trained over 200 cybersecurity officers, equipping them to tackle threats in real time. Her published research—covering AI in public sector security, risk management strategies, and stakeholder collaboration—has become a blueprint for proactive governance in the digital age.
Africa’s First IoT Framework at State Level
Among her standout contributions is the design of the first state-level Internet of Things (IoT) framework in Africa. This blueprint aligns with Lagos’s smart city vision, connecting infrastructure, data, and services in ways that promise to transform everyday life for millions of residents.
Beyond Policy: Advocacy and Inclusion
Outside government, Kayode-Bolarinwa is deeply committed to grassroots empowerment. Through her nonprofit Local Tech Advocacy, she extends digital inclusion to underserved communities. Women entrepreneurs in places like Epe, Badagry, and Ikorodu are learning to leverage e-commerce, while students gain early exposure to cybersecurity awareness.
She is also a vocal advocate for girls in STEM, recently speaking at a Rise Up and Sparkle Initiative event at Queens College, Lagos, where she encouraged students to embrace the limitless opportunities technology offers.
A Leader Redefining Governance
Kayode-Bolarinwa’s career is a reminder that digital transformation is not just about tools—it’s about people, inclusion, and resilience. By blending strategy, governance, and advocacy, she is helping Lagos position itself not just as a mega-city, but as a global example of smart, inclusive governance in Africa.
