Ghana and Japan Sign US$2.11 Million Scholarship Grant Agreement to Support Public Sector Development

The Government of Ghana and the Government of Japan have signed an Exchange of Notes for a Japanese Grant Assistance programme valued at JPY341 million (approximately US$2.11 million) to support the development of human resources in Ghana’s public sector.

The agreement, signed on 30 June 2026, covers the Project for Human Resource Development Scholarship (JDS), which aims to provide advanced academic and professional training opportunities for Ghanaian public officials.

Representing Ghana at the signing ceremony was H.E. Amb. Khadija Iddrisu, Chief Director of the Ministry of Foreign Affairs, while Japan was represented by H.E. Yoshimoto Hiroshi, Ambassador Extraordinary and Plenipotentiary of Japan to Ghana.

The grant will support the implementation of the JDS Scholarship Programme from 1 April 2027 to 31 December 2033, with funding expected to be released in five phases.

Under the programme, selected young Ghanaian public sector officials will have the opportunity to pursue two-year Master’s degree programmes and three-year Ph.D. programmes at leading Japanese universities, including Kobe University, Ritsumeikan University, Nagasaki University, International Christian University, and the International University of Japan.

The initiative is designed to strengthen Ghana’s public sector capacity by equipping officials with advanced knowledge, technical expertise, and leadership skills needed to support national development and public sector reforms.

Since its introduction in Ghana in 2012, the JDS Programme has supported about 143 Ghanaian public officials, highlighting Japan’s continued commitment to Ghana’s socio-economic development and the long-standing partnership between the two countries.
