Ghana government pledges reforms to improve state enterprises

Vice-President Jane Naana Opoku-Agyemang has reaffirmed the government’s commitment to strengthening the performance and accountability of state-owned enterprises in Ghana.

Speaking at the 2026 Stakeholder Conference organised by the State Interests and Governance Authority (SIGA), she said public enterprises remain vital to the country’s economic development, managing major national assets, generating revenue and providing employment.

However, the vice-president noted that ongoing challenges, including operational inefficiencies, financial losses and weak accountability, continue to put pressure on public finances.

She said reforms led by the Ministry of Finance, in collaboration with SIGA, are aimed at improving corporate governance, enforcing performance contracts and increasing transparency across the sector.

A review of the government’s equity holdings in public enterprises is also under way to strengthen performance and guide strategic investments, she added.

Mrs Opoku-Agyemang highlighted the importance of the Public Enterprises League Table (PELT), which benchmarks the performance of state-owned companies and promotes transparency. This year’s PELT Awards are expected to recognise organisations that demonstrate strong performance.

She said effective and well-managed public enterprises would play a key role in reducing fiscal risks and supporting national development, adding that the government intends to transform state-owned enterprises into drivers of broader economic prosperity.
