Ghana launched its “Region 17” diaspora engagement initiative on 30 July 2026 in Washington, DC, seeking to mobilise the intellectual, professional, entrepreneurial, financial and cultural resources of Ghanaians abroad to support national development.
The initiative was unveiled at Pennsylvania Avenue, Washington, DC, under the theme “Harnessing the Power of the Diaspora to Transform Ghana’s Future.” It is intended to provide an institutional platform for recognising the Ghanaian diaspora as an integral part of Ghana’s development story and creating structured opportunities for overseas citizens to contribute to the country’s economic transformation.
The launch brought together members of the Ghanaian diaspora, business leaders, professionals, policymakers and other stakeholders. Addressing the event, Ghana’s Ambassador to the United States, Victor Emmanuel Smith, described the initiative as more than the creation of an institution, calling it “the birth of an idea whose time has come.”
Ambassador Smith linked the concept to President John Dramani Mahama’s description of the Ghanaian diaspora as Ghana’s “17th region” during the Diaspora Summit in Accra and during his visit to the United States. He said Region 17 transforms that vision into a structured platform capable of harnessing the talents, expertise and global networks of Ghanaians abroad.
The Ambassador said national development should not be measured only by natural resources, but also by a country’s ability to leverage the talents of its people wherever they live. He argued that Ghana’s diaspora should not be viewed only through remittances, but as a source of knowledge, innovation, technology, entrepreneurship, global networks and leadership.
“The Ghanaian diaspora is not outside Ghana’s development story. They are central to it,” Ambassador Smith said, emphasising that Ghanaians abroad occupy influential positions across sectors including business, healthcare, universities, technology, finance and international policy.
The Embassy said Region 17 represents a shift in how Ghana engages its diaspora, moving beyond traditional financial contributions towards broader collaboration, investment, knowledge exchange and innovation to support job creation and economic transformation.
